Mullae Artist Village

Artists who have been working in the vicinity of Hongik University and Daehangno have come under pressure lately due to the skyrocketing studio rental fees brought on by the expansion of commercial zones; however, these artists have fortunately found a new “habitat.” The habitat is Mullae-dong, located in eastern Seoul, which is relatively less densely inhabited. The location has been depopulated due to plans to relocate the local factories. In a declining steel workshop complex in the huge downtown Seoul area, as activities by artists have increased, the once dormant steel workshop complex has once again became revitalized, and the neglected vacant spaces have started to be filled once more. Urban regeneration inspired by artists moving into Mullae-dong has led not only to regeneration of space for creative purposes, but also to the re-forming of the neighboring community.

Currently, 130 artists are working in 50 studios at the location, forming an artists’ village that encourages a variety of programs, including culture, art education programs, and public art projects that aim to revitalize the region and regenerate the old civic center. However, when the Seoul City Council passed a revised “Urban Planning Ordinance” in 2008, the fear of an apartment development project made its through the former steel workshop area in Mullae-dong, and the settlement for urban artists turned into a hostile milieu, where threats of survival surfaced, creating conflicts. The situation has created a disharmonious atmosphere. As a project aimed to transform unused facilities into creative space in order to build a “creative cultural city,” the Mullae Artist Village would be born as Seoul City’s first public “Art Factory;” yet, the project is currently still limited to a separate small site, which is not included in the land lots subject to housing development. With artists seeking survival by looking for lower rental prices in the old city center of Seoul, surrounded by steel workshops and apartments, it remains a challenge to see how the experiment of urban regeneration will be conducted.
